Editorial: Let merchants take lead in Naples ‘visioning’

The city of Naples is on the verge of another long-range planning exercise for the Fifth Avenue South area.
The word chosen by City Hall is visioning — to reflect what is seen by business and residents as best for the future.
It seems prophetic that city management has been slow to move on direction given by City Council to lay groundwork for hiring a consultant.
We wonder whether City Hall really needs to be so intricately involved in this or any other planning stage for any part of town.
A precedent was set in 1993 when Naples City Council took the lead to spark public interest and even excitement in bringing new life to an avenue of shops and restaurants that were aging and lifeless.
But remember, that was then, and this is now. Fifth Avenue South has reached a critical mass. It is more able to develop its own plan and bring that to City Hall.
Sometimes simpler is better, and almost anything happening outside the confines of government is bound to be more efficient.
The next steps for Fifth Avenue South might be as simple as answering the question: What do people want? What do people looking for stores and restaurants want?
City Hall surely doesn’t have those answers.

I say let the merchants do the vision part and then let them do the paying part. Keep the City and the taxpyers out of it.
