In the Know: Smile for the cameras at traffic lights

Q: I have noticed that traffic cameras have been installed on Immokalee Road intersections in the past few weeks. They appear to be installed to show the oncoming traffic. If this is the case, how would these cameras be used to show the license plate of those that go through a red light when there are no front Florida license plates to be photographed?

A: Those, Ed, are not red light cameras. They are sensors used to detect the existence of oncoming traffic, not whether cars are breaking the law.

However, Collier County in the next few months will install red-light cameras, even though Florida state law says they can’t be used to cite traffic violations.

Right now, motorists in Lee and Collier counties will see two kinds of camera-like devices at intersections.

The first are the ones you are referring to, Ed. They are small, typically colored white and sit atop the signal mast arms facing traffic. These are not cameras, but sensors. They serve the same purpose as the sensored loops imbedded in the pavement — to make sure the light changes for oncoming traffic.

On major thoroughfares like Immokalee Road, the traffic lights won’t change unless there is a need for them to change, like a car waiting for the light to turn green. The loop and camera-like sensors simply detect this traffic, so the light will change.

The one advantage of the camera-like sensor over the loop is the loop has to be torn up when there is construction on a road.

The only other camera Lee and Collier motorists will encounter right now are cameras used by the separate counties to watch for traffic congestion. These cameras look something like broken light poles.

The respective traffic control centers in Lee and Collier monitor various intersections using these cameras. If cars are backed up along one thoroughfare, the control centers can adjust the timing of traffic lights so the congested traffic gets a longer green light.

The sensors and the traffic-monitor cameras are the only ones you will see in Lee County for the foreseeable future.

Collier County is a different story.

In late April, Collier commissioners voted 3-2 to put red-light violation recording cameras at some of its intersections, calling red- light runners a plague upon the community.

Collier is still recruiting firms to install the cameras, so it will be months before they start assessing fines. Before that happens, residents will get notice 60 days in advance.

Lee County has no intention of installing such cameras. Florida state law says that in order for a traffic violation to be assessed against a motorist, a police officer must see the violation, so Lee County considers red-light cameras illegal under Florida law.

Collier County gets around this law by making red-light running a civil violation instead of a traffic violation. Since it is only a civil violation — as the result of a civil law created by the Collier commissioners — the citation will not assess points against your license and does not go on your driving record.

It will, however, cost you $125.

Before you ask, Ed, the $125 fine will be assessed against the owner of the vehicle, regardless of who was driving the car when it ran the red light. The owner of the vehicle can file an affidavit saying the red-light runner used the car without permission.

I have a feeling this new Collier County law will be challenged in court before long.

Where will the Collier County's Sheriffs Department store all of those Sheriff Deputies, who hide like the KGB in bushes to swoop down on unsuspecting citizen, simply trying to negotiate traffic more often than not, bringing their children to constructive activities, rather than dropping their children off at the Coastland Center "Goth" food court, when the red light cameras are installed?

Should we expect 1 second time frames between the Yellow lights' first illumination and the flash of the red light camera? After all, at $125 per car, who needs toll gates at the Jolly Bridge!

LookingForLeaders you are so wrong on where CCSO is at.

They are actually waiting at Collier County Schools...only at a few locations though.

They are at Vineyards Elementary to hand out tickets on the last two weeks in the school year. Eight police officers IN THE CAR LINE while parents drop off kids. Here's a ticket....welcome to school. Gotta love it!

They are also at Naples Park Elementary handing out tickets. Hey kids and parents....ya'll need a ticket today, and welcome to your school.

But if your kid goes to Seagate Elementary, it's your lucky day, because that was probably the ONLY school that deputies gave out Safe Summer packets to....not tickets....but Safety Tips. Hmmmmm there is a problem with the safety education going on here, because I'm sure other schools did not get this info.

But it is good to know where else we can find CCSO.

I am happy that red light cameras will help remind people that the light has turned red, meaning they are to STOP.

Tim, your column is good, but is it an editorial column or one for facts? I have a feeling you know.

Rambosk is the only real choice beetle. Just obey the law and you will be fine and not fined.

My prediction is that Collier County will buy all this hardware and software at a cost of millions. Someone down here will make a lot money on this sale.

About 5 months into this permanent experiment, the Florida courts will rule this un- constitutional, and order refunds to people previously ticketed.

Can anyone look at Minnesota, before I see this same mistake done twice?

The only people who win are the people who sell this hardware/software to the State.

I should have mention this in my earlier entry, if you had the devastating experience of losing a family member or friend in an accident where someone ran a Red Light, these blogs are intended to be satire. There is no perfect answer to make all vehicle drivers instantly think about the ramifications of their choices. I just do not like how governing bodies, without doing their "homework" are so quick to impose more on hard working people who can not afford the next "road tax"! Just missing a Yellow to Red Light's switch is a function of miles driven, not a person's irresponsibility. If you drive enough around Collier, you will notice that the length of Yellow lights varies greatly. How can you be held to $125 per event, when either the light switching software or its' programmer can not have consistency from intersection to intersection?

Keeping with satire, have you ever seen a more pleasant looking addition to Collier and Naples's Public Landscape than those huge bland grey concrete poles which look ridiculous holding a tiny electronic device over the road. All I can think is the person who select those poles must consider them hard to miss targets for our elders and seasonal snow birds.

Dont forget the craziest part. Amazing how Collier Commissioners will pass seperate legislation making red light running a civil violation so they can assess these fines using cameras. This blows my mind. As beautiful as Naples is, the cops here are way out of control, way out of control. I used to think crime was low here because of the police and the characteristics of the town. I forgot 65% of the population is over 55, thats why. This place is getting older not younger.

why does hunter feel its necessary to have every deputy take a squad car home, a suv, truck, unmark car etc. the millions of dollars wasted in extra vehicles, extra gas, etc all so they can make it to the next traffic site to ticket someone? garbage!!!
last night on my street a (dead end street) there was a fender bender and there were 4 sheriff cars there.
It took 4 deputy's to see who was at fault? this is the ineptness of Hunter which Ramswaste will carry on if elected.
when did hunter ever run a raid on a business having illegals? answer, NEVER, to busy looking for a speeder more money in it!!

camron, if it were legal to run a red light, we would not need traffic control devices (lights) at all. Let's see. why not just have EVERY intersection in the entire US changed out to a traffic circle. Make it like some other areas in the world where traffic is a total free-for-all. Whoopee, just have fun when your little Prius and a dump truck meet in the middle. How about a school bus and an 18 wheeler?

Yup, let us just remove all those pesky laws that impede your sense of freedom. No speed limits, park where you want, drive anything that can move (golf carts, go carts, etc.) FREEDOM from the tyranny of traffic laws.

Bet the orthopedic docs would enjoy putting us all back together again. Too bad no one could afford any insurance.

So, Cameron58, exactly what liberty are you giving up when you run a red light? It seems the liberty of someone obeying the law and remaining free from injury would be threatened by those who violate that same law.
