Collier County Sheriff Don Hunter defended Undersheriff Kevin Rambosk on Wednesday from allegations by a political rival who claims Rambosk has been campaigning for sheriff while on duty and intimidating subordinates.
In a statement posted on the Sheriff’s Office Web site Wednesday afternoon, Hunter said that complaints filed against Rambosk with the Florida Commission on Ethics by private investigator and sheriff candidate Victor Ortino, are “frivolous” and “designed to sully” Rambosk’s reputation.
Also, a letter from Hunter to Ortino dated October 26, 2007, which was attached to Wednesday’s statement, indicates that Hunter has previously warned Ortino about filing false charges against opposing candidates.
The letter was in response to a letter by Ortino critical of Rambosk campaigning in uniform and riding in a Sheriff’s Office vehicle during a Columbus Day parade. Hunter said that the Florida Elections Commission permits candidates to campaign in uniform, a point Ortino now concedes.
“If you are aware of specific facts that support allegations of inappropriate or criminal conduct, I encourage you to bring them forward,” Hunter wrote. “However, I am also compelled to advise you that you may be in violation of the law if you willfully make false or malicious charges against opposing candidates for the Office of Sheriff.”
Florida statutes state that it is a third degree felony for a candidate to knowingly makes false or malicious charges against an opposing candidate.
“He threatened me in his original letter,” Ortino said Wednesday.
In his statement Wednesday, Hunter reiterated that candidates can legally campaign in uniform.
In his complaint to the commission, Ortino admitted that to be true, though he says he doesn’t think it is “morally right.”
In fact, Ortino’s beef has to do with a video released by the Sheriff’s Office of an Oct. 8, 2007, meeting where Hunter announces to staff members that he will not be seeking reelection. During that meeting Hunter told the employees that Rambosk “makes a good candidate.”
“I invite each of you on Thursday at noon to hear my interest in serving with you further,” Rambosk said during the meeting. “It will be in front of the courthouse.”
Ortino said that statement is akin to Rambosk campaigning on duty.
“My complaint is not that he came in uniform,” Ortino said. “My complaint is that he’s in an official meeting with law enforcement officers under his command, and he’s inviting them during this official meeting to attend a campaign function.”
In a telephone interview, Hunter said someone had paraphrased Ortino’s complaint to him.
“I haven’t read his complaint,” Hunter said. “I can’t comment on it.”
However, Hunter said Rambosk inviting staff to hear him speak is not political, but “hair splitting.” Because Rambosk had not announced his candidacy and had not filed official paperwork, he wasn’t a candidate at the time and couldn’t be politicing, he said.
“That was an attempt to keep it separate,” Hunter said. “It’s ironic to be criticized for attempting to do the right thing.”
Claiming that Rambosk was campaigning on duty when he wasn’t officially a candidate is “dangerously close to the line for Mr. Ortino,” Hunter said.
“That would be, in my view, frivolous and malicious and misleading to the public,” Hunter said. “I’ll let the public try this one. They can decide if Mr. Ortino has come too close to violating that law.”

Sorry Sheriff; although I agree Ortino is a total arse and Rambosk should be our next Sheriff, don't stoop to Ortino's level by splitting hairs yourself.

I have had no contact with the Collier County Sheriff's Office, nor do I intend to. But this whole Ortino thing, coupled with articles in the paper in the past year give credibility to a potential problem in the structure and attitude of the CCSO. Ortino is probably disgruntled, and he doesn't sound like the right man for the job.
When I read these articles, my mind hears a famous movie cliche in the background, "What we have here is a failure to communicate."

Looks like Sheriff Don is misusing public property for private political purposes. The CCSO's website is paid for through public funds isn't it Don? Take your personal politics to a site which you fund out of your pocketbook. And let your hand picked successor ride in his own vehicle on campaign stops not one which the public owns, maintains and gases up.

This is nothing more than a desperate and stupid act by someone who is in way over his head. Victor Ortino does not have the qualifications for the job, so he has to resort to these tactics to try and gain ground. He is slinging bad mud trying to get something to stick--but he better watch out, because it just might stick to him.
Undersheriff Rambosk has done nothing wrong. He is conducting himself and his campaign both ethically and legally.
Ortino on the other hand may have committed a felony with this latest blunder. Lying about another candidate in an election is a serious matter.
That's great, now we will have two of the three candidates for Sheriff arrested during the election--what is our system coming to when we allow such un-qualified candidates to run for such an important position in our community?

rambosk lied under oath against me in a court of law...i still won the case...the judge saw thru him...he should not be considered as the sheriff and should be removed from any type of police work...

all three presidential candidates stink, rambosk and ortino stink.
Bill nelson and Sen Martinez are worthless.
Gov Crist has done nothing and the list goes on and on.

Don is not misusing public property when he posts a rebuttal on the Sheriff's website about an inaccurate allegation against a member of the Sheriff's Office. It's his duty to address complaints against his employees.
Kevin Rambosk is a good man, who listens to people, and works to resolve issues in a manner that is ethical, legal, and satisfying to all appropriate parties.
Kevin Rambosk will make an excellent Sheriff.

Compare the candidates and make your own decision about whom is most qualified to lead the Sheriff's Office.
Kevin Rambosk has an Associate’s degree in Police Science, a Bachelor’s degree in Public Administration, a Master of Business Administration, and is a graduate of the F.B.I.’s national law enforcement leadership academy.
Victor Ortino has a black belt in karate, a private pilot’s license, and a private investigator’s license.
Kevin Rambosk expresses his proven vision about the manner in which he will move the agency forward through a philosophy of fiscal responsibility, personal and professional service, and community engagement.
Victor Ortino expresses his inaccurate opinion and dissatisfaction with the manner in which the agency has conducted a particular investigation and has responded to calls for service. He bases many of his opinions on letters to the editor of the Naples Daily News. While the NDN is certainly a reputable newspaper, no one with any investigative experience and a reasonable understanding of human nature would merely take a letter to the editor at face value and present it to the public as an example of poor law enforcement service without first checking the facts, especially someone with Victor’s supposed “investigative experience”. However, this is exactly what Victor has done.
Ortino makes obviously false statements for political gain.
Kevin Rambosk is the most honest, and certainly, the most qualified candidate for Sheriff.

Everyone that is sent to the FBI academy graduates. Every 3 years, each head of law enforcement agency receives a seat or two to send officers to the FBI academy. The academy is nothing more than a gentleman's course and it does not mean that you are the best of the best. Usually cronies are sent to the academy and not the most qualified. Also, a master's degree is a personal goal and a tool to assist you in your profession. The degree does not indicate that you will make a better sheriff. Not picking sides here but everyone needs to hear both sides to pick the best candidate. I would rather select the best cadidate who will best take care of our county and its deputies.

It is my understanding that Kevin Rambosk had issues when he was with City of Naples and that is why he left there. Do you really want him as Sheriff?

Bravo USDfender , I could not have said it better myself. Just because Rambosk has a college degree does not mean he is the best qualified.
I have a college degree too, they look real pretty hanging on the wall don't they? But in the end it is still just a piece of paper. Most of our forefathers never had college degrees, did that detract anything from their leadership and character?

Rambosk left his post as Chief of Police to continue working for the City of Naples in another capacity, City Manager. If there had been any problems with his performance as Chief, he would have gotten that job. In addition, there is no evidence that he was about to get fired at any time. Rambosk has a proven track record and is the best man for the job!

Jama from the extensive number and content of your posts one can readily tell whose payroll your on or hope to be. Fact is Don's actions are highly questionable if not downright improper and were designed to imtimidate any criticsm of his hand picked sucessor. More telling is Don's admission that he hadn't bothered to read Ortino's release, yet freely comments on it in his official capacity.
Significantly in Don's and your statements neither of you appear to raise an issue with Rambosk's (mis)use of a public vehicle for his private political gain during campaigning. I'm surprised Don hasn't dropped a note to good bud Kevin cautioning him from committing some crime , releasing it to the press and posting it on the CCSO's official web site..

Kevin Rambosk is sitting on park bench with Don Hunter and John Wayne when a lady walks up with her five-year old son. The lady looks at the trio and says excitedly to her son, " Look son, a real American hero and icon...a man's man if I ever saw one". Rambosk looks at John Wayne and awaits his response. John Wayne blushes shyly and prepares to speak. Don Hunter jumps in front of John Wayne and says, "I appreciate the compliments ma'am, but I am just human like my two lackies here!"
Disgusted, the lady drags her son away from the park bench. Surprised at her reaction, Rambosk turns to Hunter and says sycophantically, "that's alright Sir, she is probably a democrat!".

I have an idea. Why don't we all sit back and let the candidates do their thing without throwing our own mud?
Hunter does not need to respond to Ortino's allegations. Ortino poses no threat against Rambosk in the election and succeeds only in bringing the quality of the discussion down. These complaints he is circulating amount to gossip and are designed to iritate his opponent rather than build himself as a viable candidate. "He threatened me in his original letter" should be met with... "prove it or shut it".

I would ask you to do the same thing in regards to your attempt to generate rumors in reference to Rambosk's work history with the City of Naples. If you repeat a lie, knowing it to be false, even if you wish it true, you are still culpable.

I myself wish that another qualified candidate would step up and run for this office. Two of the current candidates are not really qualified to hold this office. Then there is Rambosk.
While Rambosk is by far the best qualified candidate on paper his management style does leave something to be desired. He is a good person and generally treats his employees well. He also is a big believer in community evolvement.
His big downfall is that fact the he is unable to make decisions in a timely manner. Ask anyone who has worked for him in the past. This will be a problem in an agency that moves as fast as CCSO does on any given day.
He tends to put things off. When he left the Naples city manager's job there were a number of issues that had been left not addressed. One of the big ones was the city employee's pension plans which had become not financially stable. The employees had no knowledge of this situation because no one ever informed them of the situation.
While I have no doubt that Rambosk will be the next sheriff, it should be known that he not the perfect manager that many would have you believe.

Rambosk will be left with a huge agenda of decision-making matters that never got done.
