Like many of her friends at Golden Gate High School, 16-year-old Bianca Garcia waits for the school bus every morning in front of her house near the intersection of 18th Court Southwest and 48th Street Southwest.
At school on Monday, one of Garcia’s friends approached her upset and crying after an encounter at her bus stop.
“I said ‘what’s wrong?’” Garica said. “She didn’t want to talk to me.”
Her 16-year-old friend later confided that while walking to her bus stop that morning in the 4400 block of 18th Avenue Southwest, a man sitting on a small, red station wagon was exposing his genitals and touching himself sexually.
“I said ‘you need to talk to the deputy,’” Garcia said. “She said ‘I will.’”
The girl’s report generated stepped-up patrols in the neighborhood, the Collier County Sheriff’s Office reported. On Wednesday morning, deputies arrested 33-year-old Heriberto C. Cintron, 919 Eggplant Lane, in Immokalee, and charged him with misdemeanor indecent exposure.
However, Cintron received an additional charge of lewd and lascivious exhibition, a felony, after investigators linked him to a similar case from March that occurred at the bus stop in front Garcia’s house.
On March 18, a 15-year-old girl waiting at the bus stop in front of Garcia’s house around 6 a.m. told authorities that she was listening to her iPod and looking at the ground when she noticed a pair of work boots approaching her, arrest reports said. When she looked up she reported seeing a Hispanic man with his genitals hanging out of his pants touching himself.
She described the man as 35 to 40 years old, 5 feet 7 inches to 5 feet 9 inches, and about 200 pounds with a chunky face and dark eyes, reports said.
On Monday the 16-year-old told deputies the man she encountered was sitting on the hood of a small, red station wagon, and as she got closer to the car he stood up and exposed himself to her, reports said. The man was wearing a gray T-shirt that covered his face.
Around 6:20 a.m. on Wednesday deputies stopped Cintron’s red Mercury Sable at the intersection of 17th Avenue Southwest and 45th Street Southwest, reports said. Cintron is about 5 feet 6 inches tall, and weighs about 200 pounds, reports said.
He was wearing a gray T-shirt, brown pants and work boots.
When the 16-year-old was brought to the scene, she stated: “That’s him. That’s him. That’s his car, too!” reports said. The 15-year-old from the March encounter picked two photos out of a lineup, one of which was Cintron’s, reports said.
Court records indicate that Cintron was adjudicated guilty on numerous counts of stalking in the late 1990s.
Garcia, who frequently waits at the bus stop alone, said she’s happy deputies arrested Cintron. She said her mother has since asked her to wait for the bus indoors.
“It could have happened to other people,” she said. “Not only high school kids, but also elementary students. There is really a lot of crazy guys out there.”

One can be identified by various tattoos, scars or other features even if the head or face was covered by a mask or tee shirt. This holds up in court all the time. I just don't understand why every blog turns into a racial/immigration issue even if it is not related to the actual news.

Now it appears there is a conflict in that Puerto Rico does have a Congressional Representative but their own website says they have no voting representation our Federal government. It is not a conflict. Fortuno cannot vote.

I drive my child to school every day, and one day people will realize that the long stay at the bus stop is making your daughter/son a victim to sickos like this.
This activity happens on Marco Island to Golden Gate, and I'm sure students have not reported it over the years.
WHEN WILL CCSO, and the CCPS WAKE UP and realize that the predators are lurking at bus stops and waiting to pounce?
This could happen anywhere.
Drive your kid to school and forget about the bus system in Collier County.
WHEN WILL CCSO WAKE UP AND TAKE ACTION?

Puerto Rico is classified by the U.S. government as an independent taxation authority by mutual agreement with the U.S. Congress. Contrary to common misconception, residents of Puerto Rico pay U.S. federal taxes: import/export taxes, federal commodity taxes, social security taxes, etc. Most residents do not pay federal income tax but pay federal payroll taxes (Social Security and Medicare), and Puerto Rico income taxes. But federal employees, or those who do business with the federal government, Puerto Rico-based corporations that intend to send funds to the U.S. and others also pay federal income taxes. Because the cutoff point for income taxation is lower than that of the U.S. IRS code, and because the per-capita income in Puerto Rico is much lower than the average per-capita income on the mainland, more Puerto Rico residents pay income taxes to the local taxation authority than if the IRS code were applied to the island. Residents are eligible for Social Security benefits upon retirement. But Puerto Rico is excluded from Supplemental Security Income (SSI) and receives less than 15% of the Medicaid funding it would be allotted as a state, while Medicare providers receive only partial state-like reimbursements for services rendered to beneficiaries in Puerto Rico (even though the latter paid fully into the system).
Puerto Ricans may enlist in the U.S. military. Since becoming statutory United States citizens in 1917, Puerto Ricans have been included in the compulsory draft whenever it has been in effect. Puerto Ricans have participated in all U.S. wars since 1898, most notably World War II, the Korean and Vietnam wars, as well as the current Middle Eastern conflicts.
i have known many Puerto Ricans... many of which have served in our wars because Puerto Rico is a major United States Naval Base.
