NAPLES Generally speaking, Collier Commissioner Donna Fiala has more respect for Jim Mudd’s management style, than do her four colleagues on the dais.
Scheduled for his annual evaluation Tuesday, Mudd, the county manager, will hear Fiala give him the highest possible composite score — 3 — in several different categories.
That number corresponds with “exceeds standards.”
His next biggest fan is Commissioner Frank Halas, who gave Mudd a composite score of 2.94; followed by Commissioner Jim Coletta’s 2.91 score; and Chairman Tom Henning’s 2.15 score.
Commissioner Fred Coyle did not respond to the call for information.
The 112-page positive review ultimately would have netted a salary increase for Mudd, but in a Sept. 8 memo, Mudd stated he would not accept any more pay.
“I plan to decline any merit pay/adjustment, to stay consistent with the rest of the county employees,” Mudd wrote.
Commissioners are expected to sign off on Mudd’s work plan for 2009, just after his attributes and shortcomings are discussed and dissected.
Shortly thereafter, commissioners could engage in a discussion about Sue Filson, executive manager to the Board of County Commissioners. Filson seems to have angered Henning somewhere along the line.
The rating system for her position is different from Mudd’s: A 2 means improvement is needed; a 3 is successful; a 4 is highly successful; and a 5 is exceptional.
Add up all the categories — and numbers — and sheer excellence would be 25. Fiala gave Filson a 23, Halas gave her a 19. Henning gave Filson a 1.
On Sept. 12, Henning wrote a three-page memo saying Filson has contributed to the very poor morale in the executive offices.
“Guidelines are not clear, and rules are not shown (or are) applied at random,” Henning wrote.
“Regarding trust and confidentiality, nothing is sacred in the office. Employee’s personal issues are not personal. If Sue has an issue with a commissioner, employee or other department, everyone is aware of her displeasure, and her opinion,” Henning wrote. “There is no discretion.”
Fiala and Coletta rated Filson well, but also noted there is a morale problem in the executive office, with employee turnover exceeding 50 percent.
Filson has been in her current job for 19 years.

I saw this item on the county’s website, and this filson lady sounds like quite a piece of work, as well as a liability. More of our tax dollars being wasted on a clueless manager. Doesn’t the county have a ZERO TOLERANCE policy? People seemed to be fired in the county for much less than what this lady has done.

Nice link rasputin = I am totally appauled at Henning's letter about comments someone made to one employee about being "jewed down or jew whatever" causing legal libility for the county.
Usually that would make big story for NDN, kinda like the two North CCSO being fired for nickname calling..
What gives NDN, whats the story at BCC on the anti-sematics?

We'll, I'll be the first to say that on more than one occasion I've been critical of Collier government while posting here. I have to give tremendous credit to Mr. Mudd for his actions declining a raise, in the face of paycuts and layoffs for many county workers. It's rare anymore to see anyone at any level of government do the honorable thing when faced with similar circumstances.

I just now went to the link. I usually review the full agenda before the BCC meeting (as posted) to see if anything interesting is on it.
WOW, these are significant comments attributed to Filson, rasputin, and this may well explain the concerns I have heard about her (from others who do not work for the county, BTW...)
I do know she has a reputation for playing favorites. How unfortunate.

Blue, I’ve heard stories of this filson lady before but tended to ignore the remarks for the obvious reasons. However, after reading this, which by the way I applaud Henning for his candid review, I wish I had taken a keener interest as I am now completely disgusted by some of the comments. Yes, Camel, one would think that the county is very much concerned with the “jewed” comments considering the obvious hostile environment perpetuated by filson.

Filson used to work for Saunders...years ago...she was unpopular with staff....there were many valid reasons

I just now went to the link,too. I am sickened by a commissioner suggesting that the county staff go to working three days at home, two at work, or was it vice versa, anyway, it's like that four day workweek mess.. Public servants are supposed to serve the public. I don't pay my taxes so county employees can babysit thier kids and fit their tennis lessons in at an alltime high salary, while us workers are working harder for less. If they want to stay home, cut some wages, or let them quit and go work in the real world. See how flexible an employer at Walmart, Dillards or Kraft is about working from home.

I wounder what would make Commissioner Henning the only person to have a difference in oppinion about Mr. Mudd, and Mrs. Filson which at least with her the other Commissioners seem to be near the same page.
There is so much back padding around here among Fiala, Halas, and Coyle with Mudd that at times looks and sounds rediculous. It almost gets scary as it appears as if there is dirt among the "know"...lol. One has to laugh at the evident B.K. during the BCC chamber meetings, even while watching it on TV.
This is not a good way of doing government bussiness. I think that the County Manager's position should be an elected position by the public since it is evident that he does whatever he pleases and with the same Commissioners giving him the majority vote in every issue he brings-up to the BCC. That position has been given way too much power & control by the BCC.

Qtrpndr, Looking at this the obvious problem is that the commission set-up 2 county managers, one exclusively for themselves and one for the rest of the county. The county manager is created by statute to allow for the commissioners to freely perform their job of creating policy, without interruption. The county manager is appointed by the board for handling of everything necessary to administer the policies which have been established by the board. Creating 2 clearly doesn’t work.
Also, the CM and EM used two different scoring systems. I think Hennings review of the CM was very fair. As a matter of fact, it looks as if he may have been the only one to actually review the two. Although Fiala and Halas did provide somewhat candid comments on the EM. Coyle seems to be mia? Henning should be commended for his honesty and integrity, and his demand that the, in this case 2 county managers, provide the citizens with the level of service which we deserve.

QtrPndr, I also found it interesting that Coyle just this AM turned in his reviews so they are not part of the published agenda. I am watching the meeting live. I also did not see Halas' review of Filson even though it is listed on the specific back up material.
Kudos to Commissioner Henning for outlining specifics and seeing how the actions of Filson affect the entire efficacy of the office. He isn't perfect, often gruff, but he does his homework and does not give staff the slack they would like to have!
QuietTalker, 4 day work weeks do work well when there is staggered coverage assuring staffing for all normal business hours even in government! Ten hour days can afford better access to the working public who cannot get to these offices during their work time!
A three day work week seems revolutionary, but it could save money and keep the roads clearer, but I don't believe this would work as efficiently as 12 hour shifts are difficult (ask any RN who works this kind of schedule). Working from home might be an option, but it is difficult to monitor to assure the people ARE working.
In the past an agency in another part of Florida moved to a 4 day work week. The staff rotated the days off and the office hours extended (10 hours) to accommodate the working public. As a result, the staff was more energized, had less absenteeism and more people needing services got them. Just think, less traffic during "rush hours"! How nice that would be.

Transportation works a four day week and has for years. How about putting the entire county on a four day week and save $$$$. Some other communities put schools on four day weeks with Monday's off. We need to start thinking out of the box or our county is going to start looking like Miami-Dade.

Wow. Watched the proceedings on tv this morning where I could. This filson lady has got to go. She sounds like one giant lawsuit waiting to happen. What planet is coyle and colleta on? This is 2008, not 1958.

Coyle still thinks he is in the Army Corps and Coletta is a sometimes too kind soul, rasputin. It was an interesting discussion, wasn't it?
When Fiala's concerns were discussed, I felt this was significant because she is sometimes way too compassionate also, but even she was critical. That should tell us something!

blue, i couldnt agree more with your assessmnet. You could tell that fiala was going to be the swing vote. The fact that the commissioners now have to get involved to baby-sit this person should say enough. That is far from what their duties should be. I do applaud henning for his candid remarks, he will certainly have my support over the next 4 years. The same can be said for halas. I haven't seen Coyle for quite some time, so I don't put much credit on his testimoney. It also sounded as if Colleta wasn't all that happy either. What bothers me the most is that in Hennings review, he clearly indicated anti-semetic comments being made within the office. That alone should be enough to cause termination. It will be interesting to see the report that HR comes back with though.

Dear firehauck,
Feel free to not watch CTV. Simple as that. Cable provides community access and since we have government in the sunshine, this is a great way to keep tabs on what is going on.
Your suggestions are a bit vague.
A "different type of government body"??? what kind? "here in Naples"...do you mean Collier County or the City of Naples? Just curious.
You criticize but don't elaborate on how you would solve what you perceive as problems.
BTW, I am neither infirm, or from Michigan. I am simply interested in local government and being informed about it.
