Collier County manager gets glowing review
NAPLES With minimal discussion, Collier County Commission approved Jim Mudd’s written annual review and work plan for the upcoming year.
The county manager submitted a 112-page compilation of documents, which included his self-assessment as well as each commissioner’s comments and ratings on Mudd’s performance.
Mudd earns $182,032.44. As a result of county cutbacks, and an ailing economy, Mudd turned down any type of pay increase or merit pay, according to county spokesman John Torre.
In her written review, Commissioner Donna Fiala termed Mudd’s financial management abilities as “outstanding!” He excels at developing an annual budget, and improving the budget process, she wrote.
Under past and continuing growth management measures, Commissioner Jim Coletta wrote that his only suggestion was for Mudd to see what can be done to facilitate the Immokalee master plan and actions that can be taken to aid that area.
Commission Chairman Tom Henning said he’d like to see fewer growth management measures.
“I, personally, would like to be less restrictive on growth, being there is no growth in the county,” Henning wrote.
At the same time, some of last year’s goals weren’t attained, Henning said.
“The frustration by the public, and shared by me, with the construction of (Vanderbilt Beach Road) is at a boiling point,” Henning wrote. “If this road project was completed on time, there would be landscaping installed by now.”
Henning also asked Mudd to work more closely with County Attorney Jeff Klatzkow’s staff “to head off some law (suits) and/or pick and choose the battles to benefit all.”
Commissioner Frank Halas praised Mudd’s yearly improvements.
“There is a marked difference between the position of this county now, and where it was six years ago when many vital services were failing outright or were struggling to maintain adequate capacity,” Halas wrote. “Much of this improvement can be attributed to Jim Mudd’s capacity to envision what is needed to meet directions set (by commissioners) and develop a clear path to realization” of the vision shared by the board and Mudd, Halas wrote.
Though Mudd’s annual review sailed through with little comment, a long discussion ensued over Sue Filson.
She runs the commissioners’ office, and oversees their aides.
Filson’s review by Henning and Halas wasn’t good, and both called for her termination. Though she’s been with the county for 19 years, Filson’s current employment arrangement changed in 2006. She is now under contract.
The motion to fire Filson failed, but commissioners have asked for a pile of documents reflecting reactions by workers who have either been fired by Filson, or who resigned.

I saw the spectacle on tv. This filson lady is a joke, and a liability, and should clearly be terminated. Coyle has no idea how a 21st century business operates. Anti-Semitism has NO place in society, let alone in the work force…let alone in County Government.

rasputin, I fully agree with you. Consider that Commissioner Coyle seems to like things the way they were when he served in the Army Corps of Engineers. He missed this one by a mile. The link to the PDF document showing what anti-Semitic remarks were attributed to Ms. Filson is worth a visit.
I have been impressed by Commissioner Henning. He seems to take his duties very seriously and does a great deal of research. He is well prepared and well thought out at meetings. I had an appointment not all that long ago to see someone in the office at the county administration building. I felt palpable tension. Now, I am not over sensitive to this kind of tension, but I have to tell you the atmosphere was thick. Everyone I saw was pleasant and professional, but you could cut the air with a knife.
The reporter failed to mention that both Commissioners Fiala and Coletta also had some problems with Filson's performance and Commissioner Fiala literally underscored her concerns in writing in her review as well as in this meeting.
I found it curious that of all the Commissioners reviews available in advance with the agenda packet that Coyle turned his in the morning of the meeting and these were distributed to the other Commissioners at the meeting itself. Why? We couldn't read his remarks. Did he plan it this way? I wondered in the past if Coyle was a snowbird. He is gone during much of the summer, but taking a couple months away during hurricane season might not be a bad idea. Still, he missed the Emergency Meetings of the BCC when others did what they needed to do to show up. Perhaps he had to be out of town. We all deserve a break now and then, after all....

Blue, I totally applaud Henning for bringing this issue forth. I have also been to the commissions office and I completely understand what you are talking about. It’s kind of like a burning smell that you quite can’t find. You just know something is there. I’m curious how this all plays out. I would think, most likely, that filson quietly steps down and this is the last we hear of this. But who knows from the (rumors) I’ve heard about this lady, and now factual documentation. It might just turn out like watching train wreck!
I’m honestly disappointed with Coyle. The county is supposed to have a zero tolerance policy. Anti-Semitic comments should fall under this policy and this only looks as if he endorses this behavior and has given a blank check for filson to continue. I assume Coyle has just flat out become senile.

Rasp. interesting read indeed.
But Filson is practicing typical womenly hatred in order to protect her ineptness within her position. It's very typical in government entitities, especially in the secretarial pool. Quite fun to watch as a typical office manager pits everyone else against everyone else to the point of total hatred.
Usually, the more inept they are, the funnier it is to watch. They whine, complain, call names, she said this, she said that, did you see what she wore today? How could she? She's too loud! She's pushy! She's rude! She's always making up excuses!
When they're really unable to perfrom duties, the more exciting it gets in women's world. Stall tactics, antisemitism, lies, ignorance, and a basic lack of character is common place. Beetle wonders if the secretarial secrecy will be revealed one day in how pathetic a woman must become to achieve something in a workplace.
Antisemitism in the workforce has a pernicious effect on the entire office ..and women who bash others so repeatedly should not be tolerated in the workforce in general.

Collier County Government needs to get in the real world - She would of been canned or reassigned last year just for her employee turnover rate by any major corp or business alone.
Usually a mear 25% turnover rate raises the red flags for CEOs at any of their facilities/businesses.
Good ethics should be a must in any governmental job, hers are way out the door.

NEWS FLASH: this "atmosphere" is nothing new and has been in the BCC office for 19 years! Some very good assistants have come and gone because of Ms. Filson. I often wondered why this "I am the queeen" attitude was allowed to continue for so long! (Disclaimer: I worked for the County but never in the BCC office!)

I too have to wonder how this situation has been allowed to fester for so long if this is true. Most employers would never have allowed this in the first place never mind being allowed to go on for so long.
I am glad that we finally have a couple of commissioners that are finally willing to call her out on her behavior.
Looks to me like it may be time for a change in that office.

beetlejuice: you make some excellent points and I fully agree. When I worked for various departments in federal agencies I noticed the same kind of cattiness but then primarily in the secretarial/administrative assistant pool. When this was not in a managerial level, it could be overcome. However, when some insecure females joined management this became very difficult and created more problems.
I have had some great female bosses who were very professional and secure in their abilities without a huge chip on their shoulder...however, I also worked for two who were autocratic micromanagers. Let me tell you that they did more harm than good. They demoralized entire departments. Not that males can't be autocratic micromanagers...but guys who exhibit this kind of behavior seldom rise too far in an organization. Why? I have my suspicions, but I could sound sexist (and I am not) if I went there. I believe that the County has a number of these types working on our buck. I have seen this kind of micromanaging professionals in all levels of government and agencies...and unfortunately it seems the majority of those engaging in this destructive behavior are insecure females. The secure ones are fine, please don't think I am a misogynist. I give respect when it is earned to both women and men equally. My wife can testify to that!
I retired early because of such an autocrat. I had enough time in to get a full pension and decided to leave while I still had my sanity. This woman lost a lot of her "team" and then got a promotion. The last I heard this agency was still hemorrhaging managers who worked for her. No one above her has the guts to call her out. They only see some superficial indicators and she sucks up to those who supervise her as well as surrounding herself with "yes" people. Now in a business, I doubt she would have survived, unless she worked in on Wall Street (joke, albeit a bad one these days).
