i know of many self employed people that are praying for devistation so they can pay their mortgage and eat

3 years ago the city of bonita received STATE money to repair the drainage for shangri-la, paradise and surroundig roads
so far none of this drainage has been repaired
where did the money go?
isnt it illegal to take state money for a specific project and spend it on something else?
