Why would the city want to buy this property and what would they do with it?

When abundant water is falling from the sky, why is anyone using water pumped from the ground.? Restrict water usage in June, July and August, not March, April and May.
During the wet season months, there should be no use of potable water to water lawns. Those months should be used to fill the aquifers to capacity. If there is enough water to recharge aquifers, there is more than enough water falling from the sky to water any lawn.
It's amusing to be driving around town at 4 AM when it is storming, and all sprinklers are also spraying water over all the streets.

The same type information and photos are available from the Collier Tax Collector's web site. I had to look me up the other day, and my house, including the cars in the driveway, were included with the address. I know that the photo of the house is relatively recent because it included a car that I haven't had too long.
So it ain't just Google. It might be interesting to look up an address known to be on a private street in a gated community just to see whether photos of those houses are also available.

Is Publix buying these stores in order to convert them to Publix stores or are they buying those stores to shut them down?

Charities should be private. When a "charity" demands and receives money from the government, it ceases to be a charity and becomes an arm of the government. The government needs fewer arms rather than more.

If there is greater rainfall; why is there greater need to use potable to water lawns?
Seems logical to me that water restrictions should be placed at times when there is plenty of water falling from the sky.
Restrict watering in the wet season. Allow watering during the dry season.
Restore the aquifers during the time when rainfall is abundant. Draw them down when rainfall is less abundant.
Why am I wrong?

I would argue that at an enrollment of 1400 to 1600, these schools are too big.
Various studies have shown that enrollments of 1000 are the optimum. 1000 is large enough to give opportunities, yet small enough so that each student can recognize other students as people rather than asking...Who is that?
Schools should be small enough so that every Principal should be able to call each of their students by name. Schools should be small enough so that the less achieving students do not get lost in the numbers.
In short... a school should be a place that allows every student to achieve his best rather than a place that requires more numbers in order to provide a football team.
