Sorry to be so dense...I'm having trouble understanding this...
I just bought my first home (condo) in July of last year and I'm already having trouble paying the $1000 per quarter fees. I don't know what I'm going to do if I have to pay more money...

and the guy who leaves the poop on the ground is just gross. it's a public health hazard, it's lazy, and it's just plain disgusting. throwing it in the bushes is marginally better.
plastic bags DO have their purpose, but you can buy the tiny ones from the pet store specifically for poop and still take a canvas bag to the grocery store.
i like alancodi's idea, but i don't think it's too practical...
